Is it useful to prepare for possible disasters around us? Some examples showing what can happen in Switzerland or in nearby countries (continued)

Practical training

Practical training is one of COSADOCA's main objectives. Experience indicates that any emergency plan without the training of intervention teams loses its efficacy in cases of disaster.

8-9 septembre 2009 : exercice grandeur nature sur le terrain de la BCU à Dorigny

Cette année, l'exercice du COSADOCA simulera une catastrophe sur le site de la Bibliothèque cantonale et universitaire à Dorigny dans le bâtiment de l'Unithèque.

Un incendie sera simulé dans les magasins touchant 60 ml (environ 1800 volumes) en même temps qu'un orage sera censé se déclencher et provoquer une inondation dans le libre accès touchant 60 ml (1800 volumes).

Face au danger simulé, il faudra évacuer toutes les personnes présentes dans la bibliothèque. L'évacuation des collections endommagées se fera simultanément depuis les deux lieux de sinistre. Le suivi des documents évacués se fera intégralement en utilisant les codes à barres et le catalogue électronique de la bibliothèque, qui devra être accessible à distance. Les premiers secours aux collections endommagées seront dispensés sur le terrain. Le chantier du sinistre fonctionnera non stop pendant 36 heures et une bibliothèque provisoire sera installée pour donner accès aux collections sauvées du sinistre au public.

Au delà de l'entrainement des équipes d'intervention du COSADOCA, de la PCROL, des pompiers et du service de sécurité de l'Unil, cet exercice a plusieurs objectifs concrets :

réaliser une évacuation des personnes du bâtiment,
améliorer la rapidité de traitement des documents en testant l'utilisation des codes à barres,
tester la fiabilité de l'accès au catalogue professionnel via le réseau de téléphonie mobile
tester la rapidité la rapidité des équipes à monter et à faire fonctionner une bibliothèque provisoire.

2-3 septembre 2008 : Exercice combiné intervention – réhabilitation, aux Archives cantonales vaudoises

L'exercice, 5ème du genre depuis novembre 2005, présente de nombreux traits originaux: utilisation des alentours d'une des institutions du COSADOCA, déroulement sur 30 heures en continu dans une zone passante, conduite aléatoire, premières opérations d'évaluation et de traitement sur site, puis délocalisation des documents sur différents sites, convocation échelonnée et renouvelée des effectifs, suivi jusqu'à leur terme des processus de la congélation, du séchage à l'air et du déstockage, sollicitation d'abris de la protection civile pour loger une partie des participants, sécurisation nocturne de la zone sinistrée, formation regroupée dans les locaux d'entrepôts frigorifiques, utilisation d'une fiche d'évaluation conçue spécialement pour les besoins d'un dépôt d'archives. Une cinquantaine de personnes des services du feu, de la protection civile, et des différents partenaires du COSADOCA sera engagée, sous les yeux d'observateurs amenés à contrôler et à noter les phases, ainsi que d'invités. Thème particulier: la communication en situation de crise, avec un point de presse organisé sur la zone sinistrée. L'événement sera couvert par la photographie.

Training days on August 28 and 29, 2007. Flooding and fires

For the first time, we have left the reassuring environment of the Gollion Civil Protection training room in order to operate directly at actual sites and visualize the constraints.

Location: EPFL's Main Library and campus, Ecublens.
August 28th: flooding in the library's storeroom, in the basement, with the inherent difficulties for evacuating this type of room.
August 29th: salvage of collections after a fire. Seeing that it was not a matter of setting fire to the interior of the building, shelves were set up on a grassy area close to the library.
Participants: 40 librarians and archivists from 3 institutions, 40 Civil Protection members and 4 professional fire-fighters. 30 Swiss and foreign observers attended the training.

Training days on September 20 and 21, 2006. Flooding and fires

First training realised together with PCROL (Western Lausanne Civil Protection) and the fire-fighters from Lausanne and Ecublens.
Location: Vaud Civil Protection training room in Gollion.
September 20th: fire simulation at the Dorigny Unithèque (15 linear meters),
September 21st: flooding simulation at the Dorigny Unithèque (15 linear meters).
Participants: around 60 each day.

Figures from the first significant summary:

Evacuation speed from the disaster towards the cover area (34 people).
Fire: 18 linear meters in 1 hour.
Flooding: 12 linear meters in 37 minutes.
Urgent sorting speed (40 people).
Fire: 6 linear meters in 2 hours; 20 minutes per linear meter.
Flooding: 12 linear meters in 2 hours 45 minutes; approximately 14 minutes per linear meter.
In reference to a library scale, these figures give an idea of the circumstances to control in case of an extensive disaster and indicate the importance of training intervention teams.

Training day on November 29, 2005. Fires: handling and treatment of burned documents

COSADOCA organized their first training day on the intervention in case of disaster within a library or archives room. It took place on November 29, 2005 at the Centre for Civil Protection in Gollion. You may consult the training program (PDF file).
